Garrett County
Under the Governor’s plan, Garrett County must pay $1.2 million in 2013, an amount that escalates to $1.8 million in 2017.
In 2013, Garrett County will have to pay the state as much as it spends on 911 and emergency medical services. By 2017, that total will also include the courts.
The county’s 2013 payment would equal the salaries of:
21 teachers, or
15 principals, or
26 police officers
The payment would equal 35% of the county’s rainy day fund.
Garrett County’s income tax rate is 2.65%, below the state maximum of 3.2%. The county may have to raise income taxes to pay for teacher pensions.

"We, the undersigned organizations, are opposed to shifting costs for state pensions to county governments. The proposal that has been introduced in the Governor's budget would cost county governments $1.6 billion over the next five years alone. It would force counties to cut local services that residents depend on, from education to parks to arts and culture to libraries to human services to transportation. We call on the General Assembly to protect our community by opposing the shift."
